Carter was born and raised in Muskogee. He is a 5th generation Muskogean and the 3rd generation funeral director. Carter was educated through the Muskogee Public Schools and graduated from Muskogee High School in 1992. After graduation he went to Oklahoma State University and received an associate’s degree in accounting and finance. He then transferred to the University of Central Oklahoma in Edmond and received his Bachelor of Science degree in Funeral Service. Upon graduation, Carter married Karen Dowling and started in the family business in January of 1998. In August of 2003 Carter and Karen had their first child, a daughter, Klair Bradley. Carter is very involved in the community. He is a member and a Trustee of First Baptist Church of Muskogee, board of director of First National Bank of Muskogee, board of director of the Muskogee Chamber, board of director of Muskogee Noon Rotary Club, Vice-Chairman of the board of the Fort Gibson Chamber and Vice-Chairman of Muskogee’s Planning and Zoning Commission.
